Do these people who benefit from this grant have anything else in common other than being recipients? Are they students? Do they go to the same university? their disadvantage - is this physical? financial?

A poor student broke into the safe and altered the trust document signed up by George Washington, so that it read as "Give every poor student $50 a week for recreational expenses" rather than, "give the teachers $50 a week to spend on educational materials"?

As I suppose George Mason University did not yet exist during the years of GW, did he set up the fund explicitly for a particular university? for the University of Virginia? for anything related to Mr. George Mason?
Did the money became diverted to the students after the death of GW? was GW's intention misinterpreted? or interpreted on purpose in a very wide sense?
Was the fund set up according to the will of GW?
Freemasonry relevant? did GW have in mind a "mason university"?
Is George Mason University one of these universities that are run by an association formed by its teachers and students? so, technically, students and teachers are the owners and therefore the legal recipients of the grant?

Washington donated some land to George Mason University, and years later the fertile land is still worth money and is also farmed, helping to pay students tuitions and fees. Hence, they are "directly" paid by GW!
