To figure out what they are doing is it more realistic or fantasy?
Are Thomas and Al human?
Does help to figure how many people?
Is Al the resident expert on what they were trying to do?
Are they stupid? The government?

Are Thomas and Al actual people (from real life)?
If so, alive now? Alive in the 1900's? 1800's? 1700's? Before then?

'They' referring to...
the gov't of a certain nation? a certain branch of gov't? a certain regional gov't?

Hey, maybe Thomas and Al did what I'd like to do - they knew that it doesn't take 25 people to fix three potholes on the interstate and make traffic back up for 10 miles, so they went to the worksite with a camera, took pictures of all the people in orange vests standing around watching two guys work, printed the pictures out and got the public outraged about the waste of our tax dollars on mess like this...AM I CLOSE?????

Are these people someone we would know if we had any knowledge of history? U.S. history? European history?
Is science involved?
Did they prove something via a lawsuit? A demonstration? Showing that they could perform something better than others?

Was the 'it' that wasn't being done well...
a method of governing?
a way of electing officials?
a way of enforcing the law?
organization of local gov't bodies?
handling funds/budget?

European history? no
Is science involved? no
Did they prove something via a lawsuit? no A demonstration? no, with a moderate -ish Showing that they could perform something better than others? no

Was the 'it' that wasn't being done well...
a method of governing? that's tough-- I'm not sure how to answer, but I'm leaning toward Yes-ish.

What they were not doing well would it had affected poorly on that region? yes-ish to no-ish, depending on how you look at it
Do you need to identify the region? it's really not necessary to finding the solution, even though it is a specific legislative gov't body

Was there one specific thing 'they' weren't doing well? yes Or overall method of governing? no, it is more specific

This is a true story, though not about Jack the Ripper.
Thomas is Tom Moore, Jr., former Representative to the Texas State House of Representatives.
Al is Albert de Salvo, more commonly known as the Boston Strangler.

My primary source for this was Snopes, though there are others.

An excerpt from the article:
"Back in 1971, Rep. Tom Moore, Jr. of Waco wanted to demonstrate that his fellow legislators in the Texas House of Representatives often passed bills and resolutions without fully reading or understanding them. So, he sponsored a resolution commending Albert de Salvo for his unselfish service to "his county, his state and his community." It read, in part:

This compassionate gentleman's dedication and devotion to his work has enabled the weak and the lonely throughout the nation to achieve and maintain a new degree of concern for their future. He has been officially recognized by the state of Massachusetts for his noted activities and unconventional techniques involving population control and applied psychology.

"The joke, of course, was that Albert de Salvo was more commonly known as the Boston Strangler, ... As he expected, Moore saw his resolution passed unanimously; he then withdrew it and explained that he had only offered the motion to demonstrate a point. (A bit of sardonic humor offered at the time claimed that perhaps Moore was wrong; maybe the legislators had been paying attention.) ..."


I found this interesting when I read it, as I myself live in Texas.
Good job, everyone, especially Chuck at the end. I really didn't think it would go this fast.
I suppose if the story you read, Chuck, wasn't actually true (which I don't know), it could have been based on this account.
