I thought it was to make it Biblical, as a certain book in the Bible declares a circle's circumferance to by three times its diameter

It means nothing at all. It is a piece of pseudo-Latin that appears in Adobe's PageMaker program, where is it used purely as an example of a particular font. But it has been in use for many centuries in the printing industry as a chunk of nonsensical text.

This, however, is real Latin. It was written by Marcus Tullius Cicero in a work entitled "De Finibus Bonorum et Malorum [On the Boundaries of Good and Evil] and the Rackham translation of 1914 is more or less accurate: "Nor again is there anyone who loves or pursues or desires to obtain pain of itself, because it is pain, but because occasionally circumstances occur in which toil and pain can procure him some great pleasure."
