do they do it individually or in groups?....consider number posted for groups

Does this have anything to do with a game? A board game? Like Warhammer 40K? With all the figurines? And while it's important to dominate your opponent, a very key component to the game is your ability to get across the field? And you can only move so fast? RECAP

True scenario
They = They
They = cross section of the population / an unknown figure but likely to be large
Riding = on horseback
While riding horses is relevant but it doesn’t really have anything to do with horse racing.
No horses are present
Time = present day
Ruling = could be any kind of rulership
Nothing to do with a game

Relevant:
A certain activity
(They are all doing this thing individually – and not as a group)

Not relevant:
acting / royalty / “king for the day” / trooping the colour / guards of honour / location

You say writing is relevant. Does that mean expression via the written word, in general? Or handwriting, in specific?
If not a piece of literature, is a particular piece of writing relevant?
Did "they" write something relevant? Read something relevant?

Did they misinterpret something to be about ruling, when it fact it was about riding?

Is it relevant that "writing" sounds a bit like "riding"?

So they misinterpreted something, but they didn't read anything relevant. Did they misinterpret something spoken? something sung? something conveyed through means other than words?

Or is it just this "metaphor" that they misinterpreted? Did they use the metaphor in their own writing? To mean something about ruling, when in fact it is something about riding?

It's a metaphor, but not a colloquialism? Is it a fixed sequence of words, at least?

Is it relevant what language(s) they were using to communicate? English? some other specific language? Is mistranslation relevant?

I am assuming that it is used equally by both

some other variant of English? Or is it common among all speakers of English? As far as I am aware - but again I am assuming - it is used by English speakers the World over

Is it often used by news reporters? Probably used by them as much as, if not more than the general public
Is it often used to describe the actions of politicians? No, not really
(if so: while campaigning? while in office?)
Interesting - probably used about them when actually in office!

Does the metaphor contain 1 word? 2? 3? 4? 5? 6? more?

The essential part of the metaphor is comprised of just 2 words.
However the spoken phrase is usually preceded by a few additional words.

As people use it, does it just mean "to rule"? Noish / sometimes
Or does it mean some aspect of ruling? Noish / sometimes

Do people ever use it correctly, to refer to riding? Yes (but maybe misleading)

HINT It's best to think of these words as a phrase that can be used metaphorically

People mistakenly write "free rein" as "free reign"? Is there anything else we need to find out?

People mistakenly write "free rein" as "free reign"? That's it exactly!

Is there anything else we need to find out? No - that's it

*********************************** SPOILER *************************

Apparently the majority of people who use the well known phrase "free rein" when writing, spell the word "rein" incorrectly. They spell it as "reign", thinking that the principle to "have free rein" or to be "given free rein" is all about the principle of of having rulership.

Of course it is perfectly understandable because "rein" and "reign" are phoenetically identical and to be given "free rein" is not a million miles away in its meaning, from being given "free reign"!

However for the sake of maintaining accuracy perhaps they should stick to "carte blanche" instead!

Well done Buzzard and also dlcygnet and Sunshine in particular
