So, the honor is given to all steelworkers, right? Or all steelworkers from this particular city? This. To all steelworkers who participated in some certain project? If someone will become steelworker after the honor is given, will he also be included in this sign of recognition? Yes.
Relevant how exactly they protested the honor? No. A demonstration? A strike? But neither of these - more likely a delegation to the city council.

Did the steelworkers assume that the decision to honour was based on a wrong assumption? Or on an assumption which might be correct but which they didn't like? Maybe that the profession of a steelworker didn't have much of a future? No to all.

Recap: In a certain American city (assume one with lots of steelworkers) the local government wished to honor their steelworkers in a particular and common manner. The steelworkers protested an element of the honor, which had no financial value to the steelworkers but might be beneficial (in a minor way) to the city.

The honor itself was not a coat of arms, a ceremony, a trophy, or a medal. It was not, strictly speaking, an award.

The decision to grant the honor is irrelevant. The honor itself is the subject of the puzzle.

Hint: I have absolutely no doubt that you have seen something similar to this, possibly even in your daily lives. You probably never will receive one, however. (Would be cool if the Admin did, though!)
