The police stopped him in his car. He couldn't tell them where he was.

him, his, he and he all refer to the same H/A/M.

I'm a little disappointed in myself right now.

Really? I was joking... And I thought you were serious! Well, a great shot in the dark nevertheless.

********SPOILER********
This puzzle is based on a joke about Heisenberg's uncertainty principle:
Heisenberg gets stopped in his car by the police, and the policeman asks him if he knows how fast he's going. Heisenberg says: "No, but I can tell you exactly where I am." Then the policeman says: "Well, you were going 100 mph!", and Heisenberg replies: "Oh my God, where am I?"
Heisenberg's uncertainty principle basically says that the more you know the position of a particle, the less you know the momentum, and vice versa.

I didn't even think that was the solution. But it sounded like the joke so I figured I'd give it a try.

Oh, and someone actually attempted to use that defense in court, claiming that the police couldn't simultaneously prove where the speeding occurred and what speed he was going. The judge didn't buy it, saying the margin of error created by the Heisenberg Principle was many magnitudes smaller than the margin of error created by the police's radar guns and the GPS in the police car, both of which are acceptable errors within a certain range. Don't try it.
