"we" = between a thousand and ten thousand? ten thousand to fifty thousand? fifty thousand to a million? more? The phrase in the title is a subjective opinion, so the exact number is unknown and irrelevant anyway "we" = all residents of the same country? Romania? Another European country? is a country in Asia relevant? North America? South America? Africa? Australia? Oceania? The location is not relevant |

We - the members of certain organisation? People sharing common beliefs? religion? political views? hobby? physical features? Was "it" organised (performed/whatever can be done with it)some way in past and it is organised better now? If so, [LTPF list of centuries and decades] for when it changed. Is "it" organised some way now but we think it may be done better? Is "it" organised some way now and we think it is organised well but there are some circumstances, under which other way would be better? |

YES, politics is all that matters in this puzzle hobby? physical features? No to the rest To clarify: "We" are people sharing some views on politics as a whole. Was "it" organised (performed/whatever can be done with it)some way in past and it is organised better now? "We" think the opposite, but in a humorous way If so, [LTPF list of centuries and decades] for when it changed. It never really changed at some point in history Is "it" organised some way now but we think it may be done better? Yes, but again in a humorous way Is "it" organised some way now and we think it is organised well but there are some circumstances, under which other way would be better? Noish |

Schools of political thought in general? Politics in general, as perceived by "we" Are "we" part of the US? Possibly UK? Ditto Other relevant country? It can be any country. Are social issues relevant? Freedoms and rights? Administration? No to all Montesquieu division of powers relevant? Not at all HINT: This puzzle came out from what some of us perceive as incompetent policy making. No theory of politics is necessary or relevant. We have to go a bit in a lateral way :-) The title can help a little bit also

So... first century AD... Times of early Caesars are relevant, right? Roman Republic is not relevant, correct? Is the relevant issue: electing politicians? paying politicians? taxes? transparency? conditions to fulfill to become a politician? |

Consul Incitatus relevant? Well, I guess we have a winner as wel, thrice in a row Is the idea that sometimes it's better to have a .. as consul than a .. as .. ? *** SPOILER *** While we were having a small talk a few days ago, concerning polititics and politicians, together with some friends we decided that Incitatus -- the famous horse of Caligula, made a senator and a consul -- might be a better version that our elected officials. The hint in the title -- with two of these you cannot win -- was a reference to the the fact that, normally, with two knights and a king versus a king, you cannot force a checkmate. Thanks to Jens for the solve and to the rest who participated. |

.. and I was thinking the title refers to the two consuls in the Roman Empire, so I was thinking immediately of the story of the horse as a consul. Great puzzle. And yes, you're completely right. A horse has at least no pockets to fill. |
