Was the reason that the punishment couldn't be given, because of his: age? ethnicity? location? sex? religion? citizenship? Was it a formal problem (like a statute of limitations), or was it a physical impossibility of delivering the punishment? Was he convicted of the fact that he did, in front of a formal authority? (Like a court of law). Is time relevant? Location? |

I may have miswritten something here. When I said "yesish" to "forbidden by government law," I meant that he didn't break a law, but it did involve the government. |

...That's the most ridiculous thing I've ever heard the death penalty be applied to. Only because it makes no sense. A person who commits suicide can't be killed twice. O_o It's so crazy that I like it and I vote for it being the right answer. =) |

But apart from that, was it impossible to punish him because he was dead? Would it help to identify what actually he did? Would it qualify as a crime? Was it ever found out that he was the one who did it? Was somebody else accused? punished? instead of him? Did the responsible people in the law enforcement think the act was not punishable? that this man could not be punished for it? immunity relevant? Did the man die before the trial was over? was he ever tried? |

I heard of a situation where a man planted cameras in his neighbor's home to watch her shower, undress, and a number of other personal tasks. At the time, however, the laws had not yet caught up with the technology and so the man could not be punished because the police had nothing with which to charge him. Is it something like this? |

He responded that no terrorist attacks had occurred during his time as mayor of New York. While he misspoke and was referring to the increased security measures taken since 2001, it seemed that he had forgotten 9/11. |
