Relevant what kind of bird it was? Was it kept as a pet?

Was the source of danger man-made? If so, was it a plane? car? wind turbine? building? signpost?

natural? If so, another animal? a plant? a weather phenomenon?

Did they first catch the bird, then remove the plastic, then set him free again? Or did they somehow manage to remove the plastic without actually getting hold of the bird?

Did they cut the plastic? Tear it? Burn it? Just disentangle the bird without damaging the plastic?

Anna and Jack went to Florida on their honeymoon. While walking along the beach one morning, they saw a group of people gathered around a seagull which had gotten its legs tangled up in a 6-pack carrier. Nobody had a knife or nailclippers to cut it loose, but Jack had a book of matches. So Anna held the gull and Jack burned through the plastic, freeing one leg. Then someone came along with a penknife and cut the other one loose.

The bird sort of staggered around, and they thought it might be injured, so someone else wrapped it in a beach towel and took it to an animal rescue place.

But can you imagine what it was thinking: "First they trap me, then try to cook me alive, and cut me up after that. Now they are trying to suffocate me! SQUUUAAAKK!
