Norah looked to her left, to her right, and over her shoulder. Satisfied she was not being observed, she then did something that she had never done before and will probably never do again.

What she did was neither illegal nor immoral. So what was it?

Was it embarrassing? Did she not want to be seen doing it? Did someone want to see her do it? Would this puzzle work for: any person? any woman? Is she H/A/F?

Was it embarrassing? Yes, slightly. Did she not want to be seen doing it? Yes Did someone want to see her do it? No Would this puzzle work for: any person? any woman? Gender n.r.; many people would not be embarassed, but because of circumstances, she was. Is she H/A/F? Yes, and some of this is relevant.

Anything to do with olive oil?No, not at all.
Did she display her wares? No Would someone not so virgin be embarrassed? In this context, 'virgin' means she had never done a certain action before. Someone who had done it before would probably not have been so embarassed.
You might say she felt embarassed because she felt a bit silly.

So skinnydipping is not the answer?Yes, it is not.
Clothing relevant?Yope Some other item? No Nudity? No! Could it be done anywhere? NO. Good q.Could it be done in pitch dark? could be, but very unlikely.Could it be done a hundred years ago? A thousand?Yes to both. Is it embarrassing in all cultures? Well, the idea of doing this would never occur in some cultures. None in which it does occur would regard it as shameful or terribly embarassing. At most, a little foolish.

Did she do this in a city or town, in the country. Small town, but none of these is relevant. However, there is a sense in which location is relevant.
Did she dress up maybe as a clown or a mascot, some other? No; ordinary casual clothes

Because you said she didn't look ahead, but only to the sides and behind, my first guess is that she was in a car. Oh well

Did she pee outdoors?

Did she pee outdoors? No. OTWT.

Was this an activity the a child might do but is considered silly if an adult does it? Was it snowing? raining? were other objects involved?
Was she afraid that she wouldn't do this thing well or properly?
How long did she spend doing this thing? more than 1 minutes? More than 5 minutes? More than 15?

Would it most likely be done only on a holiday?

Making snow angels,YES snowman, something out of snow?
*************SPOILER************
When we had a highly unusual White Christmas about 6 years ago, Norah gave in to the impulse to make a snow angel, because she knew she would probably never get the chance again. Though she was over 50, she had never seen snow before, having never even visited in a cold climate in the wintertime.

Kudos to Dave - which is better than a snowball splat in the face!
