Are the two other relevant people the murderer and the murderer's intended target? Yes they are - good thinking.

Was Donte murdered at his workplace? This is closest - after work, but not quite en route to his home.
En route to work? On his way home from work? On his way to work from somewhere other than his house? On his way from work to somewhere other than his house?

If in fact the murderer's target was someone else besides Donte, was it someone who worked at the same place as Donte? Not the same place, but near enough.
Someone who looked like Donte? At the time, yes.

Did the murderer prepare for the crime differently because of Dick's prediction? Yes, out of necessity.

Was Dick unaware of his indirect role in the killing? Yes, completely.

Did it go anything like this: due to an unexpected weather condition, the murderer ended up in a different place at a different time, saw Donte and thought "Hey, there's my target!" ? Along these lines, yes. The snow was a factor, although not quite how it's stated in your question. But the killer did mistake Donte for his target, and he had a reasonable excuse for it.

Tommy gave me a shove in the right direction with his question about special equipment. That and we got about 7" of snow over Friday night and Saturday, so I had to clean off my truck...

Mostly this - the hitman knew what the intended victim looked like, and waited for him to get into his car. With Donte all bundled up, the hitman assumed Donte was the target.

This meant that the killer would have not made the mistake and in liklihood would have shot the real target when they were with or in their car. Almost, but not quite. The weatherman's prediction had somewhat of a more direct impact on the situation.

If the weatherman had been a bit better, Donte would still be alive.

A certain hitman was paid to kill a man who drove a black Jaguar. When the weather was bad, the target parked his car in a garage; otherwise, he parked it outside.

On this fateful day, the weatherman predicted sunshine and clear skies, and the target parked his car outside, next to Donte's (Donte worked near the target.)

A snowstorm hit, and when Donte went out to brush off his car, he thought he'd be neighborly and brush of the cars next to his as well. No good deed going unpunished, it so happened the hit-man was perched nearby, and as Donte was bundled up in the cold and brushing off the Jag, the hit-man assumed he was the target, and shot him.

Had the weatherman predicted the snowstorm, the target's car would've been in a garage, nowhere near Donte.

This puzzle comes from my own weird paranoia - this winter I decided it would be a nice gesture to clean off the cars on either side of mine whenever I have to clean the snow off my car, so that the car owners would have a nice surprise waiting for them. I'm always worried that I'll break someone's antenna or knock a mirror to the wrong angle and get end up getting sued (that's how it works in the US, kindness to strangers is subject to severe legal persecution).

Then last week as I cleaned off a car my imagination went a step further, and I imagined being mistakenly shot in place of the guy who's car I was brushing off.
