"Typing" as in typing on a keyboard?
Is he equally happy when he is handwriting the same things? Same thing but on any other keyboard?
Is he generally a good typist and knows his way around a keyboard? Four-finger typist?
10 fingers? All anatomically normal?

Well one usually uses the middle finger to type the letter "i". Perhaps there is someone in front of Tom as he types, and he feels happy because he is discreetly giving this person the finger? (Well, sort of..)

Is he at work when the letter "i" gives him such joy?
The word has to begin with i, correct?
Is there a particular something in Tom's line of work that always begins with i? Signifying some project which he enjoys handling?

Usually (99% of the time approx.)

The word has to begin with i, correct?
Yes - more accurately, what he's typing has to begin with 'i'

Is there a particular something in Tom's line of work that always begins with i? Signifying some project which he enjoys handling?

Various answers could apply to this, but let's keep it simple and say "No" (and, in the interests of simplicity, if not accuracy, I'll revise an earlier answer about could it be a home pc or a laptop to "Yes, Yes")

A physical handicap? mental handicap? Is Tom unable to do something on his computer, and just by pressing the "i" command, he can get his computer to do this thing? Is this "i" command shortcut thingy a new invention/discovery? And perhaps, prior to its invention, all Tom's colleagues spent ages learning how to perform this task on their computers, so when Tom uses this shortcut now, he feels happy because he can still perform this task without having had to learn the more tedious way of doing it?

No-ish

Does it have anything to do with programming? Is it a command or a function in a programming language?
No - I'll try and give some hints here...

Firstly, the happiness only occurs when using a specific program - one which pure mac and/or windows users are unlikely to have come across - or indeed any one who has only used graphical interfaces.

Secondly, the reason can be expressed and discovered without any above-average technical knowledge or specific knowledge of the program - however, finding out what sort of program it is might be helpful...

Thirdly, the mild mental handicap is short-term memory loss...

Well maybe he's not really used to vi (as I ain't either), so he often forgets to put it in insert mode when he starts typing, so he ends up issuing a lot of commands. Luckily, when he starts with an i, the i command means "insert before cursor", so everything from the second letter forward will get typed, and he'll only have to add one letter.
Same case here, btw! VIM is so powerful but I never got around to really learning it :-(

Wow! We have a winner!

To rephrase for anyone currently going "huh?"...

"because 'i' is the only guaranteed safe key - it will either enter an 'i' or put you in insert mode so that you can then enter an 'i'. Other keys, for example, may delete a line of text"
