guess--is it one of these forms where you maybe buy something (lets say a certain amount of books for a very low price) and if you paste the token, sticker, stamp (whatever they give you) in a specified circle on the form, you can get a prize/gift of some sort (bookbag, mug, etc).

Just to save time, I will reveal that all you ave to do to enter the contest is to buy a postage stamp, affix it to an envelope, and mail it in. Now you just have to figure out what "losers" and "winners" are.

Okay, since this puzzle seems to have dried up, I will post the SPOILER:

In the United States, companies running sweepstakes must make the sweepstakes open to anyone who wishes to enter: they may not require you to purchase a product as a condition for entry (because if you had to, it would be considered gambling). Generally, this restriction is circumvented by requiring each request for an entry to be sent in a separate envelop. Since the expected value of one entry is usually far less than the cost of an envelope and postage, few bother.

This particular sweepstakes was a sweepstakes on a video arcade machine where if you beat the game (became a "winner") you would be given a code which you could mail in to be entered in the sweepstakes. But in order to comply with the above mentioned law, you could also enter by sending a plain envelope with a request for entry, and no code. Hence "losers" of the game could enter the sweepstakes, and win, just as easily as "winners".
