Not sure I understand, Simon. You said Yes to him being from an European country outside EU. and Yes to him being from Australia. How can he both from an European country as well as Australia and NOT have dual citizenship yet?

How can he both from an European country as well as Australia and NOT have dual citizenship yet? He is from Australia only (sorry again)

This is true and although it represents an astonishing cultural change for this great institution of dogmatism - ee by gum, turn in your grave Fred Trueman - it is still a far cry from the England Test Team. I think you still have to be "English" to play for England, whether by birth or adoption, or the fact that your aunty's best friend had an aupair that was from Berwick on Tweed. :-)

Now, any guesses as to which Australian (with a German mother) playing for an English county, also wishes to gain German nationality so that his team can have an additional overseas player in their side?

nb He discussed the idea with his manager, but upon realising that Germany doesn't allow dual citizenship, he didn't pursue the idea any further, as it would mean giving up his Aussie Passport. As an Aussie's Aussie, Warney would never give up his passport, just as he'll never give up smoking, drinking, eating pies or shagging british models, all the while maintaining his crown as the best leg spinner to ever play the game, and one of the best players ever.
I did send an email, but for some reason it bounced. Great idea for a puzzle though!

It was recently reported that the famous and infamous Australian cricketer, Shane Warne (currently the the most prolific Test bowler of all time) was exploring dual nationality by becoming a German citizen on the basis that his mother was originally from Germany.

Warne, now retired from test cricket still plays for his adopted english county, Hampshire. Next year the rules will change, allowing only one overseas player per county. However in cricketing terms, any nation belonging to the "European Union" does not count as overseas. Therefore Warney thought that if he could become a German, it would make him virtually English in the eyes of English cricket powers that be, and it would allow Hampshire to play an additional overseas star in its team.
