Did she refuse...
To do something?
An offer?
To accept something? A gift?
At first glance, would it seem that she should not have refused? Or would the reason she refused be immediately obvious? Would you have to understand something about the situation to understand why she refused?
Relevant who she refused to?

The reason - something to do with her? Something to do with what she would have been doing? To do with whoever asked her to do whatever she refused to do?
Did someone ask her to do it? Tell her to?
Did she refuse to commit a crime? to appear in court? to condemn some sort of crime? To prevent some sort of crime?

Was someone having her name, but not actually her, accused of a crime? Or was she accused of a crime that she herself did not actually commit?
Was she unintentionally involved in the commission of a crime? unwittingly? without actually being present when it happened?
Did someone intend to commit a crime? other that stealing someone's identity?
Or was the indenity error just a simple mistake?
Twins involved here?
Some other type of multiple birth producing identical offspring?
Plastic surgery relevant?

was a conviction made without the in-court presence of a living, breathing defendant?
If a defendant was present, was it she?
am I correct that you have said there was no crime, but there was a conviction?

** RECAP **

This might be a bit confusing but there is a good reason for that!

She refused.. for a good reason!

We have not yet worked out what she refused to do. At first glance it would seem that she should not have refused, but she had a good reason to do so that is evident on slightly closer inspection. She was asked to do it, but this was more of an instruction rather than a true request. She did not commit a crime by refusing, nor would she have been guilty of a crime if she had gone ahead and done it (except of stupidity perhaps!)

There is a crime involved, but confusingly she had nothing to do with it, except for the name of the criminal being very close to hers.

There is a law involved that would be regarded as fairly minor, except perhaps if it affected you yourself!

So did she have some good reason for not wanting to change her name? FA
Was she married?Irrelevant Did they suggest she revert to her maiden name, and this was even worse? No and FA and Irrelevant
Did she work with members of the public?yes- maybe not direct contact as such but her job VERY much invovled members of the public Did these members of the public find out her name?not relevant- her name would be on public record

Just to clear up the FA here because it could take some time if I don't... She was not asked to change her name, and that is NOT the refusal. The Refusal has to do with something else... and a wee bit of helpful info: her name is to do with the reason she refused! Finding her job will help a lot...

Oh and a final hint... one of you earlier on nearly convinced me with a side remark that you knew the real life basis for the puzzle...

Is anything about official records relevant?
Was she asked to do something? not to do something?
Would you say the convict's name was notorious?
The type crime is relevant, but we haven't established what it is yet, have we? murder? robbery? theft? assault? rape? jaywalking? identity theft? fraud? con-artistry? terrorism? espionage?

The EXACT nature of the crime is irrelevant... the general type of the crime is more relevant (but essentially a small detail in the solution)

Would citizens in the county where Linda worked recognize that she had the same name as the convict?
is it relevant who knew the name of the convict?
relevant why Linda's boss knew the name of the convict? or is this a false assumption?
if the other Linda was exonerated would there still be a refusal?

Would citizens in the county where Linda worked recognize that she had the same name as the convict? possibly, but then most would not care!
is it relevant who knew the name of the convict?yope
relevant why Linda's boss knew the name of the convict? or is this a false assumption?FA
if the other Linda was exonerated would there still be a refusal?Ah... good question... probably but for other reasons(albeit similar)... Linda was not the only person asked to do this who refused... but her reason for refusing was unique! and worthy of a lateral puzzle!

Let's cover all the bases... was her job related to... Wow how long did it take for someone to ask this! and after we established that her job was relevant back on 10th October! Come on folks!(although to be fair we did establish something about her job on 22nd!)

artistic/musical/writer?
Banking/financial/real estate?
Clerical/Administrative?
Computer related / Hardware ?
Construction / Craftsman ?
Education / Academic Research ?
Entertainment / Media ?
Executive / Management ?
Hospitality / Travel ?
Legal Services ? Law enforcement?
Manufacturing / Distributions ?
Medical / Health Services ?
Politics This one / GovernmentProbably under this category as well / Military ?
Sales / Marketing ?
Technical / Science / Engineering ?
Teaching / Child care?
Transportation ?
Food Service ?
Sports?
Jailbird / Criminal?
Religion?no to all the rest

So now you know that her job involved politics and government... in October you established that she was a supervisor at county level and that the boss involved was at state level. Even though I don't think anyone has actually explicitly asked it I will give you the simple fact that this took place in the USA.

Oh and looking back over the answers I have given there was one that I would like to clarify slightly as it might just mislead...

if law eforcement made a list of people whom were being charged with a crime or crimes, would there be more than 1 name on the list? No, one name listed AND CONVICTED of the crime (as much that it is) The question as asked is quite specific... a more general question would have yielded a different answer... one of yes -this is important

Does this take place in Florida? Washington? Something to do with missing chads? Misreading ballots? Was there something unique about her precinct that made this situation possible? Did her name being common with that of a criminal call into question her... ability to do her job? Her impartiality? Her ability to run for office? Her ability to hold her office? Her ability to appear in public? Her ability to hold public trust? Her ability to hold her manager's trust?

Did her boss tell her not to allow people on list X to vote? Did her boss tell her not to allow criminals to vote? Did she quip that she wouldn't be able to allow the folks running for office to vote because of that? Did she point out that she shared the name of somebody who was a criminal and wouldn't be able to allow herself to vote?

******* SPOILER ***********

In early 2000, in the run up to the infamous Gore/Bush election, Florida conducted a purge of the electoral roll. A company provided it with lists of "felons", which were duely sent out to the counties to be removed from the voter rolls. Some counties simply ran the lists and thought no more... some investigated and some point blank refused.

One of the latter was Madison County, whose supervisor of elections was one Linda Howell. Before she removed any names she had letters sent out to the voters concerned... imagine her surprise when she received one of her own letters! Needless to say she then refused to process such an obviously inaccurate list...

So She refused... for a good reason!

And the worst thing is, folks, that this is a true story ...not just made up!
