It seemed to be crystal clear. The police caught Mike in the act, they saw him with their own eyes, and he was likely to be charged. However, when he explained what really happened, they had a good laugh and released him.

What happened to Mike?

Was riding a bike illegal where he did it? Or was it legal, but the manner he rode it in was not? Or did he ride the bike legally, but did something else in addition that was illegal? Bike=bicycle? Motorbike?

Was there something wrong with the clothes(wet, torn)? Was he cycling on a path? a road? a field? near the shore? a cycling route? a mountain trail? Was he cycling to get to a particular destination? Was there a route he was following? Was he racing?
Could he have walked or taken a car instead? Would part of the journey be impassable if he had worn his clothes? could he complete the journey while wearing his clothes? Would he be in any harm be wearing the clothes? Would not wearing clothes make him go faster?

Is he on a road? Bike path? Is he making a point? Doing an experiment? Is it relevant how fast he's going? If he's sweating?

Did he need to be naked to accomplish what he wanted? Or did it make it easier? Or safer? Or more dangerous? Did others do the same thing as him? If so, in the same place? Or were his actions unique?
Did he come up with the idea to do this by himself? Together with someone else? Or did he get it from someone else? Is he reenacting something?

Temperature relevant? If so: air temperature? Skin temperature? Body temperature? Would it have worked to take off only most of his clothes, and ride in, say, his boxers only? Or socks? Getting sunlight on the skin relevant? Air resistance relevant?

Was the special thing about this hill: it steepness? Size? Road conditions? Name? Origin? Was it volcanic? Has he cycled down this hill before? Is the moisture level in the air relevant? Is the air warmer than his body temperature? Or close to it? Relevant? Is his reason for doing it just because he want to experience it? Or is it in preparation for something? Is the sensation of air rushing past the skin relevant? Is the exact speed he gets up to relevant? Is skydiving relevant at all? ;-)

Did he originally intend to ride the bike for a short while to dry off? But then the brakes broke? So he had to ride the whole way down the mountain that way?

It is a hot summer day. Mike decides to have a swim in an abandoned old quarry in the forest. He goes there on his bike, strips naked, jumps in the water, cools off, gets out, and realises he has no towel with him. There is no living soul around; Mike decides to tie his clothes to the bike frame and ride naked for a while in order to dry off. He plans to stop and dress at the junction of the forest path and the normal road but the Bowden cable on his brake breaks, he is unable to stop, and has to ride the whole way down to the town where he lives. In the middle of the slope, he passes a police car; when the policemen see a naked man speeding on his bicycle, they pursue him down the hill and throughout the city thinking he is a dangerous pervert. When he finally manages to stop, he explains what happened, and they, amused, let him go.

Haha! If I'd been a cop I would've let him go too.
I've noticed that if I spend some time in a puzzle, my mental image of the situation accumulate more and more assumptions, which often turn out to be wrong. That happened here, and some fresh perspective did wonders. Thanks for another fun puzzle!

It happens to me too, Galfisk - either I do the systematic "groundwork" for weeks, get stuck in a circle and then somebody else comes with the solution right away, or it's the other way round. ;-))
