Did their actions convince others their proposal was in fact a bad idea? That something else is more important? Make it difficult for others to support it? Reduce the number of supporters in the relevant bodies? Reduce the resources available for doing what they wanted? Create legal problems with their proposal? Point out the existence of legal problems? Attract the attention of (possible) opponents? Impair the credibility of supporters? Does this take place in the USA? Canada? Mexico? That's really a nice one... although I think that even such a huge bill, provided it is really good otherwise, might reduce the net use of paper. |
