One day, Edward is chatting to his neighbour, Frank. Frank is an elderly man whose house is falling into disrepair. Frank laments to Edward that is willing to pay for someone to maintain his house, but cannot find anyone willing. Later that day, Edward talks to his other neighbour, George. George mentions sadly to Edward that he was recently laid off from his job as a painter and decorator, and is looking for work wherever it may appear. Edward sympathises with both men, but does nothing to get the two in contact with each other. Why not?

Does Frank's house require painting? Decorating?

Does Edward own multiple houses (so Frank is his neighbor in, say, California, and George in Alabama)?

Is George physically capable of doing the work for Frank? Is Frank's house across the street from Edward's? Next to? Is George's across the street? Next to?

Do Frank and George know each other? Do they like each other? Dislike each other? Have a bad history? Any other people relevant?

If Edward had told George about Frank, would George be willing to work on Frank's house? Does Edward know this?

If Edward had told Frank about George, would George ask Frank to work on his house? Does Edward know this?

To avoid any possible misinterpretation: If the two had been introduced and work was done, it would be disadvantageous to Edward, and something illegal would have occurred

Does George do a different kind of painting and decorating than the sort Frank needs? Is he an artist? Or does he only work for industry?

Is Edward somehow related to the painting/decorating business? Is someone an illegal immigrant- Frank? Edward? George? Something to do with unemployment benefits? If Frank had asked George to paint his house and George had done it, would it be illegal? Is the reason it is illegal related to Edward himself, that is, could Edward be anyone?

If the two had been introduced and work was done: Would Edward have done something illegal? George? Frank?

Is Edward's profession relevant? If so: Does he work for the government? The judiciary? For a recruitment agency?

Could George be anyone? Frank?

Is this in the USA? Canada? New Zealand? Australia? The UK? Ireland? Another European country?

Does Edward work as a policeman? A business inspector? A fireman? A teacher? For the fiscal authorities? A local government? An intelligence service? In an elected position? Another "political" position (like a minister)?

Are regulations against corruption relevant?

Are there any security measures in place around Edward's home, which would be compromised if the work were to take place?

If Edward were to discover someone else - i.e. not George - who is in a position to do painting, decorating etc., would Edward be unwilling to introduce that person to Frank for exactly the same reason?

Just to clarify my last question, what I mean is: is it relevant that George is Edward's neighbour? Or would the same disadvantageous/illegal things happen if anyone were to work on Frank's house?

Markobr:

Is this in the USA? Canada? New Zealand? Australia? The UK? Ireland? Another European country? To the best of my understanding, this scenario would work equally well in any of the countries you listed

Does Edward work as a policeman? A business inspector? A fireman? A teacher? For the fiscal authorities? A local government? no to all An intelligence service? of sorts In an elected position? no Another "political" position (like a minister)? he isn't a minister, but his job is in the political sphere

Are regulations against corruption relevant?

If Edward were to discover someone else - i.e. not George - who is in a position to do painting, decorating etc., would Edward be unwilling to introduce that person to Frank for exactly the same reason? all other things being equal, yes

Just to clarify my last question, what I mean is: is it relevant that George is Edward's neighbour? no Or would the same disadvantageous/illegal things happen if anyone were to work on Frank's house? assuming you mean all other variables of this scenario being equal other than the tradesman not being a neighbour, yes

Who would be committing the illegal act: Edward? George? Frank? Various countries have Official Secrets Acts - is this relevant?

Does Edward and Frank's houses have a shared wall? Might someone working on this wall / in nearby rooms in Frank's house be therefore able to see into Edward's house? Hear things they're not supposed to hear?

Is Edward a civil servant? In the Secret Service? Does he, as part of this job, bring classified/sensitive documents home with him? Bring people home with him?

****** SPOILER ******

Edward talks to both men in his capacity as a statistician, conducting a social survey. Both men reveal this information in the course of the survey. Information gathered during such a survey is legally protected. Due to the proximity of the two men and their recent shared experience, even an anonymous tip-off would raise enough suspicion to put Edward's future career in jeapordy.

Autobiographical? I dare say yea...
