Did he try to tell her his location through some form of code/cipher/hidden message in the letter?

Did he intentionally scramble the letters of the place name, in order to avoid breaking the regulation? (this is what I assumed originally...) Or did he try to send "Tunis", but the letters got rearranged after he sent them? (...but this is what the phrasing of your recap implies)

If the latter, did he hide one letter in each, um, well, letter (i.e., mailed page of writing!), and the letters got to their destination in a different order than he sent them?

The young soldier changed his middle initial on each successive letter to his family, starting with T and and continuing to U, N, I, and S. Unfortunately, the letters arrived in a different order than he sent them, and he had not dated the letters...!
