Were they trying to communicate with Joe?

Here's a wild guess: they hurricane has half passed them over. They're in the center, where it's calm. They are trying to alert someone (Joe) - maybe he's deaf or his senses are hindered somehow - that they are in the midst of a hurricane.

Will they ever retrieve the furniture? Probably
Do they want it to go somewhere nearby? Likely, but not important
In the same neighborhood? Not important

Are they making it seem as if the hurricane came through although it didn't? YES - now why would they want to do this?

Would somebody else blame the hurricane? Yes, almost certainly
Is the hurricane Hermine? Not relevant which hurricane it is

Are Bill and Sal hoping that their businesses will prosper if people think they've been hit by a hurricane? Do they own their own businesses? Is that relevant? Will they be able to avoid work due to an act of furniture-throwing, er, I mean, God?

Is there some local law or code they will be able to take advantage of if they can claim hurricane-trauma?

Bill and Sal are throwing their plastic furniture into the street, making it look like a hurricane's winds are tossing the furniture around.

Joe, a reporter, is also there with the two guys.

Bill and Sal are hoping to get some media exposure, but not to be seen throwing the furniture.

Although Bill and Sal were simulating hurricane-like conditions, the hurricane was already there and may have been still brewing.

Are Bill and Sal hoping to benefit financially from this action? (if so: insurance compensation?) Do they simply want to get rid of the furniture?
Does Joe want to get some good pictures without exposing himself to the hurricane?
Do Bill and Sal want to establish the fact that they "lost all their garden furniture in the hurricane"? (perhaps, in order to avoid having to give a barbecue for the parents-in-law?)

Joe is a TV weather reporter who has been sent to provide updates on a 'massive' hurricane. Unfortunately is isn't a big storm at all, and the TV network fears that people will lose faith in their weather reporting if they arrive and can only report on a minor storm. Joe enlists Sal and Bill to provide some 'evidence' that the storm is actually strong, and even allows them on camera to talk about the storm and how they are 'toughing it out'.

This is based on actual events...I have talked to people who have witnessed this very thing. National TV networks send their reporters to update on bad storms, and if the storms aren't strong enough to provide evidence, either the camera crew or local residents provide flying debris during televised reports, and locals sometimes get the chance to be interviewed if they will agree that the storm is actually worth worrying about.
