Quick and truly ludicrous puzzle

Who somethings(?) so late through night and wind? Is that close?

Is it a proper name? If so, of a place? Person? Animal? Structure? Region?

Who somethings(?) so late through night and wind? Is that close? yes, indeed :) "Who rides there so late through the night so wild?" is how at least one decent English translation begins, but it would be wrong to speculate further :)

Is it a proper name? no If so, of a place? Person? Animal? Structure? Region? it is a name applied to a group of people

I have just observed that someone has put an umlaut on the "a" in the puzzle title. Thank you, Dietmar, for I'm sure it must have been you :)

Wer reitet so spat durch Nacht und Wind?
Es ist der Vater mit seinem Kind;
Er hat den Knaben whol in dem Arm
Er fasst ihn sicher, er halt ihn warm

Is this a question? Even if it is not, it is more or less irrelevant to this puzzle, at any rate :) Also, "whol" is a misprint.

I must admit, the umlaut does make it easier to scan.

So there is a group of people who are appropriately named? Do they all belong to an organization of some kind? An ethnicity? Do they share a disease? A (particular) physical condition? A mental condition? Are they from the same region? Do they share a particular pasttime/hobby/obsession? A particular job?

Do they share a goal?

Are they an organised group , or have you grouped them because of something they have in common? Do they know they are a group?

Do they know they are a group? they are certainly not any kind of "organised group"; they are a number of individuals who have something in common. They do not know they are a group, nor do they regard themselves as one.

Standard questions--adults? Male? Female? Other? Human people? Living? Any of the above even relevant?

Religion relevant?

Is the name physically descriptive (e. g. Shakers)?

Does this group have a name in one language which means something different (and relevant to this puzzle) in another language?

Is the group named after an Austrian:
Town or city?
Geographical feature?
Administrative division?

Is the group named after an Austrian:
Town or city?
Geographical feature?
Administrative division? nothing like this

Do they share a common heritage (other than being Austrian, I mean)?

Is the ethnicity shared by most of them relevant?

Does the name indicate anything about skin color? Hair color? Eye color? Height? Weight? Muscularity? Facial hair? Freckles? Handedness (e. g. left-handed, ambidextrous etc.)? Hirsuteness? The size or appearance of any particular feature (e. g. the Littlenosians)?

Is the ethnicity shared by most of them relevant? not really. Almost any adult living in Austria, whether Austrian by birth or not, could qualify for membership of this select band.

The size or appearance of any particular feature (e. g. the Littlenosians)? nothing like this - to qualify for this group, you have to perform a certain action, not be a certain kind of person

Is this action performed on a regualr basis? Is it a one-off?

Is it done for pleasure? Out of necessity? Out of duty? For traditional reasons?
