Because the airline is lenient with its policies, Ty's height will not be changed.

Standards: is Ty human? Adult? Male? Female? Other? Living?

WAG: Ty is a flight attendant who doesn't meet the "standards" for height/weight as put forth by the airline (i. e. he/she is undertall for her/his weight per airline policy)?

Is the name Ty important? Is it short for something?
Does Ty have something to do with the airplanes controls?flying?tickets?
Does matter what sort of policies they were lenient about?
Is Ty a small person and wants to be stowed in the small carry on apartments?
Was he too tall and any normal airline would make him buy two seats but this one didn't because they were lenient?

Well, it's a bit of silly puzzle, but for the sake of the puzzle-solving, yes, his height would really have to be changed had the airline been sterner.

Is the wording of the policy important or just its meaning? Did it specify that the baby should be on the lap of another person? And there was some reason why this could not happen?
