If the weatherman had been a bit better, Donte would still be alive.

Does "better" in the puzzle statement refer to the weatherman's being better at predicting the weather? Or being a better (nicer, more moral, etc.) person?
Is Donte an adult human male?
Is Donte's career relevant?

Is Donte's career relevant? Only slightly - one aspect of it is, his profession itself is not.

Did the weatherman predict snow? Forecast snow? Forecast something other than snow? If yes, then...
sunny skies?
cloudy only?
warm?
rain?
sleet?
something else?

Are the two other relevant people the murderer and the murderer's intended target?
Was Donte murdered at his workplace? En route to work? On his way home from work? On his way to work from somewhere other than his house? On his way from work to somewhere other than his house?

If in fact the murderer's target was someone else besides Donte, was it someone who worked at the same place as Donte? Someone who looked like Donte?

Well, then let's call him Dick.. I've always found that grin somewhat sinister.

Did the murderer prepare for the crime differently because of Dick's prediction?
Did he choose a different place or time?
Bring different clothes or equipment?
Did snow obscure him from seeing something?
Was Dick unaware of his indirect role in the killing?
