Did he hear the phone? Ignore it on purpose? attempt to answer it? was he in his home at the time? fell asleep in his bed? did he know the caller? was he expecting a call?

Was he unable to answer it? Did the person calling expect the call to be answered?

Did the flickering light serve the same purpose as would have been served if the call had been answered? eg. did it give him the same information?

So, the thing that James left switched on, was it something making a loud noise? a stereo?
and Andrew was calling to ask him to switch it off?
Do we need to find out what caused the power cut? was it caused by something Andrew did?

I made a slight Blooper earlier, but Wunderland's post is still close enough to the $poiler...

Andrew and James live next door to each other in college. Andrew, however, uses his TV as an alarm clock. One weekend, Andrew was spending the night at a friend's house (which was actually in another town - he went and saw a play), but had accidently left his alarm active. The next day, his TV turned on as usual, but as Andrew wasn't there to turn it off, it remained on all day.
James comes home at about 1am that evening. He hear's Andrew's TV on, and so he rings Andrew's phone to ask him to turn it down. When Andrew doesn't answer, James realises what had happened, so he goes down to the switchbox and flicks the main switch off and on. This resets the clock on Andrews tv, and also leaves the tv in standbye mode. James goes to sleep.
