Can someone please tell me what "CA" means and why everyone asks the "quick brown fox" question?

CA = Can't Answer.

quick brown fox question: It contains every letter of the alphabet and people just ask it to be obtuse. Possibly also to check to see if a particular letter is off limits.

Can you not answer questions with numbers in them?
Can you simply not answer questions that aren't real questions?

How about a hint in 3 posts?

Are we not asking the right questions?
Are there better questions that would help make this rule more obvious?
Would these questions involve... sentence structure? Certain letters? Movies? Politics? Numbers? Literature? Soap? Other?

My hint is that the answers involving punctuation marks are very useful. In addition, the content of my responses is not important. Try to figure out why I can't answer the CA questions. This is a vague hint, I know, but I don't want to give away too much at once.

The questions/statements have to have more than x number of letters and numbers in them? Where x is 8? Unless I miscounted... 7?
