Did he get on the criuse by illegal means? Under an alias? Yes, he probably would have, but that's not the main criminal behavior of his.

A hint for you if you're getting tired of guessing ways to be a criminal:
There are more things one can put on board illegaly besides people.

By Lewis Zeiters (Lzeiters) on Thursday, December 22, 2005 - 10:44 pm:

so a smuggler, then? yes! if so, the item(s)involved relevant? mostly not. Let's say it's jewelry because that works

Now you need to know why his smuggling put him on that cruise and what was odd about the cruise-what land had to do with it.

he was smuggling, but was on a cruise that began and ended in the same place? And he knew this? Was he meeting his accomplices at sea? Hiding the goods in the water?

Were the jewels stolen? was the police already searching for the jewels? so our smuggler thought going on cruise would be a good way to hide himself and the jewels before the police? (sounds familiar, somewhat)

was the cruise simply a convenient way to pass off the goods to avoid getting caught?

Or, was he a contract thief working for someone else, and this was their planned rendezvous point?

was the cruise simply a convenient way to pass off the goods to avoid getting caught? yes, but not the way you're thinking. Our smuggler carried the goods into the country himself.

Or, was he a contract thief working for someone else, and this was their planned rendezvous point? no

RECAP
A smuggler took a vacation on a cruise ship. that was highly unusual and he did it intentionally because it helped him smuggle. The smuggler was hiding jewels that are mostly not relevant though I'll tell you that this would only work for small items.
What was unusual about the vacation and how did it help the smuggler bring his jewels into the country.

Did he go on the cruise, get off at one of the ports-of-call, steal the jewels, bring them back on the ship, and then mail them to himself from the cruise ship?

and that is a vital piece of information. In fact, this is why I kept mentioning a FA earlier (as you may have guessed) every time someone said 'a cruise.'
Between you and Drew a Lot of progress has been made today.

So, he took cruise #1, planted the jewels, got off, then booked cruise #2, "found" the jewels, posted them to lost and found, and when they weren't claimed, they became his property?

He probably would have booked to two cruises together just be careful but basically you're correct up until "found." He never told anyone that he had 'found' these jewels. In fact, if he had then the rest of the plan might well not have worked.

OK... the last part was a wild guess... is it more along the lines, then, of 1) him hiding the jewels on the first cruise, then he was clean if/when he got investigated by the authorities, then 2) on the second cruise there wouldn't have been any suspicion, so he simply recovered them?

Exactly!
So, why was there no suspicion on the second cruise?

Relevant where on the ship that he hid them?
Did he book the second cruise under a different name?
Was someone else framed for the theft?

Relevant where on the ship that he hid them? In the story I read he hid them in the ventilation of his room but that's just a detail.
Did he book the second cruise under a different name? no, everyone knew who he was though I think might be on the right track.
Was someone else framed for the theft? no

The second cruies never left the country? So the authorities figured no one could be smuggling anything through it? So he wasn't checked at the end?

YES!
Thanks to Lewis and Drew and Ian for sticking with it.

**********************SPOILER**********************
Our lovely hero was a very well known smuggler. The police kept a careful watch on him and had him searched every time he left or entered the country. So, he booked the stateroom for two consecutive cruises on the same ship. The first one touched on a harbor where he picked up the jewels he was to smuggle. He took the goods and carefully stowed them in the vents of his room. At the end of his voyage he left the jewels sitting happily in his room and took a hotel for a night. The next day he went on the short cruise. Since it only went into the ocean and didn't touch land anywhere on its route, he didn't have to go through customs on his way back Thus,he happily took his jewels into the country.
