Are their intended victims: neighbours? no visitors? no trespassers? no landlords?no tenants? no passers-by? no door-to-door salespeople? no someone in another place entirely? yes--among the "intended victims" could be a few people who may fall into one of these other groups, but it is not because of their capacity as neighbors, or trespassers, etc. that they have sparked this resolution. Also beware of a slight FA with the phrase "victims" |

Is it important to find out what X is? A structure... With a roof over it? With 1 or more opaque wall(s)? Was it the structure itself that was objectionable? Or what they would obviously be using it for? Could they have been doing something different, equally silly with the toilet (such as, say, rebuild it into an advanced mousetrap) for the same effect? Does the toilet enter the picture before the meddling by the PZB? |

Seems I need to post a recap, since things are veering off track and you are one tiny piece of info away. RECAP A couple had plans to build a roofless structure-ish thing in their yard, but were denied by the zoning board. As revenge, they decided to place around 10 (the actual number is 15) toilets in their yard which they used as flower pots, knowing that this would be a far more offensive thing to put in their yard than the original plan, that the zonig board would be powerless to stop them, and that this would embarrass the zoning board. All you have left to figure out is what they originally wanted to do that the zoning board disallowed. |

A fence? exactly! *************SPOILER*********************** The board of zoning appeals in Anderson Township, Ohio, turned down a couple's request to build a cedar fence around their yard even though the proposal was supported by neighbors and another municipal agency. Angry, the couple instead set up 15 donated toilets as flower pots in the fenceless yard, and the zoning board apparently can't stop them. [New York Post, 3-21-06] [Cincinnati Enquirer, 4-16-06] Of course, the title, defenseless, seemed quite appropriate!
