Wild guess: they were told that some part of their exterior decorations (paint color? lawn flamingoes? garden gnomes? a bird bath?) were unacceptable to the HOA, but in reading the covenant, they found that outdoor planters weren't regulated, so the planted flowers in a toilet in the middle of the front lawn, knowing that that would be even more offensive to the HOA, but that the HOA couldn't make them remove it? | ||

Seems I need to post a recap, since things are veering off track and you are one tiny piece of info away. RECAP A couple had plans to build a roofless structure-ish thing in their yard, but were denied by the zoning board. As revenge, they decided to place around 10 (the actual number is 15) toilets in their yard which they used as flower pots, knowing that this would be a far more offensive thing to put in their yard than the original plan, that the zonig board would be powerless to stop them, and that this would embarrass the zoning board. All you have left to figure out is what they originally wanted to do that the zoning board disallowed. | ||

A fence? exactly! *************SPOILER*********************** The board of zoning appeals in Anderson Township, Ohio, turned down a couple's request to build a cedar fence around their yard even though the proposal was supported by neighbors and another municipal agency. Angry, the couple instead set up 15 donated toilets as flower pots in the fenceless yard, and the zoning board apparently can't stop them.
