Are their intended victims: neighbours? no visitors? no trespassers? no landlords?no tenants? no passers-by? no door-to-door salespeople? no someone in another place entirely? yes--among the "intended victims" could be a few people who may fall into one of these other groups, but it is not because of their capacity as neighbors, or trespassers, etc. that they have sparked this resolution. Also beware of a slight FA with the phrase "victims"

Is the smell of the flowers relevant? Is it relevant that they might attract bees or other insects? Would it help if we guessed who had caused them to seek revenge in the first place? Do the plants decay in some way during the course of the puzzle? (Thinking vaguely of the lady who put prawns in her ex-husband's curtain rail and waited for them to go rotten.)

Do the couple wish to prove a point?
Is this a "they said we couldn't do it, let's show them" kind of scenario?
Is the revenge effect immediate after the plants have been planted?
Or will the plants have to grow/develop a bit first?

Would it help to find out exactly what the plants are planted in?
Let's call it X for the time being
Is X filled with dirt, and then the plants are planted in the dirt?
Or does X consist partly or fully of dirt at the outset?
Or are the plants planted in something non-dirt?
Is X something that I am likely to have in (or as part of) my house, or on the premises?

Would it help to find out exactly what the plants are planted in? this is a necessary element of the solution, so yes
Let's call it X for the time being
Is X filled with dirt, and then the plants are planted in the dirt? well, yes
Or does X consist partly or fully of dirt at the outset? no
Or are the plants planted in something non-dirt? if as an alternative you mean hydroponics or some soilless media, this is irrelevant
Is X something that I am likely to have in (or as part of) my house, yes or on the premises? less likely that it would be outside, but possible

Perhaps they planted moss inside someone's piano because the noise was annoying them? Is noise pollution relevant?

Wild guess: they were told that some part of their exterior decorations (paint color? lawn flamingoes? garden gnomes? a bird bath?) were unacceptable to the HOA, but in reading the covenant, they found that outdoor planters weren't regulated, so the planted flowers in a toilet in the middle of the front lawn, knowing that that would be even more offensive to the HOA, but that the HOA couldn't make them remove it?

Seems I need to post a recap, since things are veering off track and you are one tiny piece of info away.

RECAP
A couple had plans to build a roofless structure-ish thing in their yard, but were denied by the zoning board. As revenge, they decided to place around 10 (the actual number is 15) toilets in their yard which they used as flower pots, knowing that this would be a far more offensive thing to put in their yard than the original plan, that the zonig board would be powerless to stop them, and that this would embarrass the zoning board. All you have left to figure out is what they originally wanted to do that the zoning board disallowed.

clarification--between 1 and 2 meters HIGH...

The board of zoning appeals in Anderson Township, Ohio, turned down a couple's request to build a cedar fence around their yard even though the proposal was supported by neighbors and another municipal agency. Angry, the couple instead set up 15 donated toilets as flower pots in the fenceless yard, and the zoning board apparently can't stop them. [New York Post, 3-21-06] [Cincinnati Enquirer, 4-16-06]

Of course, the title, defenseless, seemed quite appropriate!
