A man is sitting in a crowded city street, hunched over a dark bottle of drink. From time to time, his eyes dart furtively about, and when he is sure nobody is looking, he guiltily takes a swig from the bottle. He is over 18, alone, and not an alcoholic. He is a generally a relatively respectable person. Explain his behaviour.

True story? Which city relevant? Year in which this took place relevant? Was there anything significant happening in his country at the time? eg revolution etc? Is his occupation relevant?
If the police spot him sitting there drinking, would they arrest him? If they see him just sitting there, but not drinking, would they arrest him?
Is he pretending that he is drinking alcohol?

An autocrat? Title relevant?
Does this person have the power to legally take his life away? put him in jail? take away his possessions? remove a privilege of his? hurt him? hurt his family?
Do we need to find out where he got this drink from? Did he buy it? Was it given to him? Did he find it somewhere? Is drinking in general disallowed on that street?

Is there something illegal about what is doing?

But the police would not arrest him?

Would the police speak to him if they saw him?

Would they be unaware just to look at him that he was doing something illegal?

***** SPOILER *****

The man is sitting on a bus with an open bottle of drink. The bus doesn't allow drink to be consumed on board, but what the driver doesn't see can't hurt him, right...?
