Or is it completely unknown in the context of the puzzle? Any contest/competition going on here? Is the guy in the suit for his own entertainment? For someone else's? Is he being paid? Does he gain something out of this? Something tangible? Does he realise he is wearing the suit? Are there other people around who can see him?
