Are they trying to develop something to prevent the Chinese from gaining a market in the item? to take back some market that the Chinese are already in?

They're trying to keep the Chinese out of a particular part of the sea by putting in a barrier of coral? Are they trying to prevent the Chinese from fishing in a particular way? For a particular thing? Or just in a particular location? Or just keep out ships of a particular size?

So we need to find out more on what is developed in the laboratory?
Do the Japanese develop a coral growing particulary fast?
Are they working on the conditions oft the coral, i.e. water temperature? oxygen? light? aliments? other?
Is the water depth measured from the top coral branches to the free surface? or needs the coral be transformed to sand before a reduction of the water depth can be stated?
Is the international maritime authority (or something like that) relevant?
