Had everyone had difficulty breathing? Because of lack of oxygen? Because they were nervous? anticipant? is anticipant a word? excited?
Had the noise been causing them difficulty in breathing? been related to the cause?
Had the noise been the noise of their breathing?
Everyone: in the world? In a particular place? city? town? building? everyone with an interst in a certain thing? (eg, all stockholders in Enron)

The Free Dictionary thinks anticipant is a word... but anyway.
"Everyone was finally breathing easy" - is this a change in circumstance? Had everyone been breathing in a different way? Or been not "breathing easy" in some figurative sense?
Could "everyone" hear the noise?
Was the noise made by some animal? man-made object? engine? electronic device?
Was the noise emanating from only one source?

Would one expect an increase in noise to make everyone breathe less easily (in whatever sense)?
Is everyone in danger? of injury? of financial loss? of death? Were they?
Has anyone said anything relevant which makes everyone breathe more easily?
Are there any relevant competitions involved in this puzzle?

Was the noise literal "noise", the kind you can hear with your ears?

Or is it more like unwanted communication of another sort, as in "those online discussion forums have a low signal to noise ratio?"

Or is it more like the debating tactic, as in "the right-wing noise machine is trying to distract attention from key issues?"

Were they playing a game? A computer game? Is the "noise" traffic over a computer network?

Did they breathe more easily because they were less likely to catch the disease? More likely to be cured? Because the disease was less dangerous than they had thought?
Was the noise related to something that caused the disease? something people thought caused the disease?

What I am picturing is that a water purifying plant has been installed in a nearby reservoir. The people are 'breathing easier' because this means that they will not be likely to catch some water-borne disease that was previously widespread. But the plant made a huge ruckus while doing its thing... Anything like that?

Did people's asthma keep them from participating in something? Singing? Running? Other sports? Something else? Did they get inhalers to treat the asthma? Do they now particpate in said activity? Is the result a greater noise level?

******** SPOILER ***********

David Armour, then 13, "wheezed all the time and could not do any exercise," said his mother, of Glasgow, Scotland, speaking about her son's severe asthma. His complete recovery, according to a July report in the Scottish Daily Record, is attributed to two years of dedication in learning to play the bagpipes. [Daily Record (Glasgow), 7-7-07]

Let that be a lesson to you. Music will cure your ills. Thanks all, lots of good work on this one.
