Does this occur at the library? Is there supposedly free internet access here? And yet it somehow costs 25 cents to use it? Or does access to the internet usually cost 25 cents?

Does "online help" refer to assistance found at a particular website? Access to the internet in general? People who will help you learn to use the internet?

Maybe I'm missing something... you said "NO" to the following question: "Does the "25 cents" part ever relate to the "free online help"?" (I took "ever" as a typo of "even".) If they don't relate to each other, what is it we're trying to establish? Okay, never mind, I'll commence with the yes or no questions...

Are they two different signs that just happened to be next to each other?

No to all. There are only two phrases combined, and you have them correct ("Free online help" and "25 cents." You just need to figure how they got associated.

I work at a school library. A few days ago I was sliding a poster for free online tutoring into a plastic protector. It was only after I did this that I noticed that someone had previously written "25 cents" on the plastic with a marker, presumably to edit whatever poster had previously been in there. Coincidentally, it lined up perfectly with the words "free online tutoring."
