Could it have caused a problem? Did they go out of their way to do it? Did they do something nice? Something too nice (which is why they really shouldn't have)?
Did they do it for someone? For more than one? A specific group?
Did they spend: money? Time? Resources? Anything that wasn't theirs to spend?

Assuming you're thinking of group 1 as the givers and group 2 as the receivers:

The receivers were from the Navy and Air Force. Some of the givers may have been civilian. army? air force? marines? navy? coast guard? border patrol? secret service?

Were the receivers in some sort of Emergency Service? they should be stand-by and ready to work if they were needed? No to both.
Could we invoke the LTPF list of decades, please? 1960s.

other astronauts relevant? The givers may have been astronauts. test pilots relevant? Two of the astronauts involved in this incident were test pilots, and it could be said they were doing a "test run." Other than that, not really.
