My fist puzzle here, so probably a quickie. Let's give it a try.

He refused the prize. Probably because of that, he won.

Did he actually deserve the prize? Was he the 1st in some ranking? Was there a jury involved to attribute the prize? Was there a ceremony planned to give the prize? Did he refuse during this ceremony?

Or is the prize something less official, like a reward at home, at work, among friends?

Were the other countries involved in Africa? This one Asia? Is there more than one European country involved? No, AFAIK Are any of them still in existence? No Are any of them no longer in existence?

HINT: The beligerant forces in the war were the Roman Republic and Carthaginian forces -- the Second Punic War. Even though this was the war, it is not directly relevant for the puzzle

Ok, so he is some roman general (maybe Scipio?), and he is awarded by his government (if my memories are right, we're still in the republican era, before the empire) for his achievements against Carthage. Correct till now?
Does he refuse the prize because he felt the town should not have been totally destroyed (they even poured salt on ground to avoid grass growing up again, right?)
What he won, is it some kind of good reputation nowadays?

What he won, is it some kind of good reputation nowadays? This too. He also won the first stages of the war through this. Determining the exact nature of the prize he refused is the last thing to be worked out in the puzzle

HINT: The prize has been given by the soldiers of the Roman army to their commander-in-chief. That would explain the 'military-related' concept above

In 210 BC Scipio the Elder started his campaign in Hispania, then home to powerfull Carthaginian forces. He managed to quickly take out Carthago Nova, the Carthaginian HQ. Scipio's humanitarian conduct toward prisoners and hostages in Hispania helped in portraying the Romans as liberators as opposed to conquerors. Livy tells the story of the capture of a beautiful woman by his troops, who offered her to Scipio as a prize of war. Scipio was astonished by her beauty, but discovered that the woman was betrothed to a Celtiberian chieftain named Allucius. He returned her to her fiancÚ, along with the money that had been offered by her parents to ransom her. While Scipio was long known for his great chivalry, he doubtless also realized that the Senate's first priority was the war in Italy, and in the midst of the Carthaginian base in Hispania, he was to be outnumbered without much hope of reinforcement. It was paramount therefore that Scipio cooperate with local chieftains to both supply and reinforce his small army. The woman's fiance, who soon married her, naturally brought over his tribe to support the Roman armies. Most likely other locals followed and in 206 Hispania was evacuated by the Punic army.
