Because of a famous president, a certain spice is not allowed in my room.

This is my first ever lateral puzzle I've posted to this forum, so if it's really hard/easy, I'm sorry! The fact that I thought it up kinda late at night will probably contribute.

famous president = A U.S. president? other countries have presidents, or have had them, I expect =) it seems like a good idea to check!

Is the spice commonly used in specific cuisines, and rare in others, or is it common in everyday use (black pepper, cinnamon?) is it derived from a berry? a root? a leaf? a fruit? could it more accurately be called an herb?

Also, Animaniacs are/were a cartoon that was very popular in the 90's at least. I watched them a lot in elementary and middle school. You can find many, many Animaniacs clips on YouTube, including "The Presidents Song", which I was referencing. Balin linked to it on another puzzle recently, though I forget just which one. One of his, I think.

Not allowed: forbidden by law? you would not allow others to bring cayenne pepper there? others do not allow you to bring it there?
Does this involve: fresh cayenne pepper? dried cayenne pepper? chili powder? chili sauce? capsicum plants?

yes, to rodent. So we have firmly established that Franklin is a cartoon, right? or just that he is a fictional rodent? if he is a cartoon, is he from a comic strip? animated? Eastern comics/animation (manga/anime)? Western comics (DC? Marvel? newspaper comics?) animation (Disney? or similar?)

is Franklin a: mouse? rat? squirrel? porcupine? beaver? guinea pig? hamster? other?

are you absolutely sure he is a rodent, or is he one of these non-rodent orders often confused with rodents: Bat? Treeshrew? Shrew or mole? Rabbit or pika? Mustelid carnivore (weasel or mink?)

RECAP:
Franklin is my pet hamster. For reasons yet to be determined, cayenne pepper is no longer allowed in my room, thanks to this very pet. However, Franklin has never encountered cayenne pepper (at least not to the best of my knowledge). Also, cayenne pepper wasn't always banned. We also know that almost nothing is relevant about cayenne pepper.

I am petsitting a hamster named Franklin, who lives in my room. I also have a dachshund named Kye Ann Pepper. Now, Kye would bark at Franklin if she were to come in my room. Therefore, the certain spice was my dog (who is colored exactly like cayenne pepper, hence the name), and the president is the hamster (Wait...I just said that the president is a hamster, didn't I....Only on the LTPF!).
