Is it a container of drinking water?
If it were easier to open, would it have opened accidentally?

Did he pay for the water?

Is there a problem with drainage?
When our household plumbing backs up, the second thing we do (after DIY remedies) is call the city water department. So far, the problem has always been in their lines.
Anything like that?

When it was opened, did water move: into the bathtub? Out of it? Is the water he "has", the water in the bathtub? Or water somewhere else? Such as a storage tank?

Does the person who open it also operate the pump? Is the pump operated each time anyone opens it? Is it a door, and every time someone opens and goes through it, water gets pumped?

Is it a gate? Hooked up to a pump? And every time a person opens it, they also pump water? And it would be easier to open if it was not hooked up to the pump? But then of course he'd have to do all the pumping himself?
Do people pass through the gate in order to: visit him? Leave after visiting? Get somewhere else?

Yes, Galfisk, good job. and all others who helped
******************************************SPOILER*********************************************
I could leave it for you to determine who.
Thomas Edison had many visiting friends and dignitaries, so he rigged his front gate to pump water when it was opened.
When visitors complained about how hard it was to open, he would say he should oil the gate. Some say the water was pumped to a roof cistern others said an upstairs bathtub. It wasn't until after his death that the pump was discovered. I think maybe in his notes.
