Oh, I was thinking drinking age. So I'm not onto anything. The only other things I can think of here in the US that happen anywhere near that age are:

18 - voting, registering for the draft, enlisting in the military, signing legal documents, signing medical documents, being able to be tried as an adult for a crime, getting married without parental consent (younger in some states), buying tobacco products

21 - able to purchase alcohol, as already mentioned

24 - allowed to rent a car by most car rental agencies

I've listed that out in case any of those are relevant (perhaps occurring in another country?). Are they?

To clear up a possible FA; no physical characteristic of John or his relatives is relevant. However, the 'something' that they did is a physical action.

And it's all fairly silly!

Near Antarctica? Not that far South!
Did he live far enough south that winter didn't mean the same to him?Yes! Did he think they all walked on liquid water?

**************SPOILER***************
Fred was featured in my 'Celsius' puzzle. Although he is used to occasional snow, where he lives, in Dallas, bodies of water seldom freeze over enough to walk, or skate, on. So he didn't automatically think of that, and was honest enough to admit he didn't get the joke.

Even where I live, 450 miles SE of Dallas, freezing of the Nueces River has been known to happen - but AFAIK not since 1899. A little before Fred's time - and before mine too!
