Sorry Galfisk and Balin but you both guessed the same wrong answer. This puzzle does not refer to the invention of post-it notes.

Great minds do think alike.

Are they magnets? Permanent fasteners? Removable fasteners? No don't preoccupy yourself with holding things together. I should have said no to that in hindsight Did they work better than expected? they worked about as well as expected but it took a bit of lateral thought to realise this Do they require electricity? No Did they provide a benefit in addition to what was expected? No Did the provide a different benefit than expected? No Camouflage relevant? No

Assuming "they" are some kind of machines ... do they not perform their "work" very well, but their "work" has a side effect that proves usefull? If this is the case, is it ok to try to track the said side effect?

Relevant: how they fit on the head? How they were fastened? How they were padded? Were they padded? Were they made of steel? Other metal? Composite? Did they come off under relevant circumstances? None of this is especially relevant. What you need to consider is only their performance and ask yourself

a) Why did they seem to be not working?
b) What did people realise that meant they actually were?

Is it that the helmet protects from bullets penetrating the helmett but increases concussion and such injuries? Yes very much on the right track and close enough for me to declare the

****************SPOILER************

I heard this story on a work training course . The presenter was talking about leaping to conclusions .

In World War I one of the armies decided that their soldier's helmets needed replacing . Having spent some considerable time and funds on developing a new helmet you can imagine their dismay when they discovered a marked increase in soldiers requiring treatment or hospitalisation for head inuries from shrapnel.

This was until some clever clogs pointed out that the increase in head wounds was actually a sign of a success because before that those soldiers would simply have been killed in action. So while not appearing to work well they were actually saving many lives.

Hope that makes sense.

Well done Deholmes for finishing this off and thanks to all who played
