Does it have something to do with less fuel used/less fumes produced when driving on appropriate tires? The motivation is that studded tires create noise and pollution, and shouldn't be used during summer. Which is perfectly reasonable.
There's something else about the law that seemed stupid at first.

Maximal road safety is a motivation for the moving date - but how?

1. Setting a fixed date after the latest possible easter, would increase pollution and not increase safety.

Are the winter tires somehow increasing pollution? Yes, the metal studs create toxic airborne asphalt dust when driven on bare roads. They're quite noisy as wel.
Is it the Roman Catholic Easter that you are talking about? Catholic, protestant... Christian Easter in general. I know eastern orthodox (?) easter doesn't always follow the same schedule, but it's not that relevant.
The breaks and vacations are more relevant than the reason why.

In Norway, Easter is by many a time traditionally spent at skiing resorts in the mountains, where people use their vacation time enjoying what's probably the last chance for snow sports that season.

So it makes sense to let people keep their studded tires until Easter has come and gone, since many will travel from areas with bare, dry roads to ones with snow and ice.
After Easter, mostly only people who live in the mountains need to go on icy roads, so another provision lets you keep the studded tires until the snow and ice is gone where you live, or to put them on if there's ice and snow where you're heading.
