Is the gap between the first and third lines relevant?
Should the numbers be taken as one full sequence, or one of 1 line and one of 2 lines?

Should the numbers be taken as one full sequence, or one of 1 line and one of 2 lines? could be seen as either; they are divisions within a greater sequence

Will all sequences be five digits? Seven characters? Three numbers? Some permutation of 2/2/2/3/4?

Is it a poem? A song? A chant? Would the dashes still be dashes in the deciphered text?

That must be green eggs and ham. All the words are sorted in an alphabetic list, and the numbers represent the position of each word in that list.

Good one! Sorry to $p0il it so fast. I only had a vague idea when I wrote the previous post, and that was only because the pattern of dashes reminded me of "Sam-I-am". Then I went to look up the actual text, which fit my hunch perfectly :-)
