How did the physics teacher end up in the oral music exam?

This is based on a true story, but it's also inspired by Enjay's current "Un petit Quickie" puzzle. If you've read the $poiler to that one, the solution to this one will be obvious, so please stay out (:

Was it required that always two teachers are present in an oral exam? (= the music teacher and someone else) and nobody else but the physics teacher was available?

HINT: Think of reasons why a teacher would not be allowed/able to be present although s/he is qualified.

One of my classmates in high school had an oral exam in music, and it was required that three subject teachers be present. However, my school only had three music teachers at the time, and one of them was her father. To avoid any bias, they sent our vice principal - a math/physics teacher - to the exam.
