Can the Wumer happen to you while you're talking? a while you're listening? It's a bit of both but you have to say something for it to happen
Is it visible to the others? Well, others in the room may realise a Wumer has happened but it's not a visual thing

Just to help this along , a wumer is partially self inflicted as it requires you to say something of a particular nature. However it only becomes a wumer if another person that's involved in the conversation does something or reacts in a certain way. This (as with all my neologistic puzzles) is quite silly so expect lots of clues along the way.

Are puns relevant? No jokes? Not really sarcasm? No I wouldn't be a great fan of sarcasm. This doesn't fit into any one category but I suppose when I say the thing I'm trying to be lighthearted and amusing but it's not an outright joke or pun
Does the other person react by saying something? Sometimes doing something? sometimes laughing? No and that adds to the frustration

As an aside I remember as a kid watching Brucie on the Generation Game and we used to shout out 'nice' at the top of our voices. Dems were more innocent times

Lynne

Are you mentioning something common to you both, or hoping to surprise the other person by what you say? Hard to answer, I'm hoping that it's common to both but for a wumer to occur it can't be.

Shez

in our house it's the cue to throw things at the telly and shout "you stupid old git!" Ah Shez what could you possibly have against Sir Brucie!! Good game, good game.

Balin

Is the wumer in response to what the other person does? Or does the wumer come first? The wumer is the overall event so it covers my saying something and the person's reaction or possibly lack thereof.

Guiness? Ok I'm going to put a stop to this in case your next guess is loose women or some other vice.......

**********Spoiler***********

A wumer is a
Wasted Movie Reference.

I'm a big movie buff and in work meetings I have a bit of a habit of using film quotes to emphasise a point or even to ease tension with a little bit of humour. The problem is that I'm more of an 70s/80s movie buff and a lot of my quotes have started to fall flat on their face because my younger work colleagues don't get them. Here's a few recent examples:

Colleague 'If we'd known that back in January we'd have saved a lot of money'
Me 'Well unless you've got a De Lorean with a flux capacitor that's rather a moot point'
Colleague 'Huh'

Colleague 'Can I ask a quick question?'
Me 'Is is what's the air speed velocity of the unladen swallow?'
Colleague [Blank stare]

Colleague 'Why don't we add this, this and this to the project's scope'
Me: 'If you do you're gonna need a bigger boat'
Colleague 'Boat???'

Colleague 'How far up do you think this problem could go'
Me 'Oh I dunno it may go all the way up to 11'
Colleague '11 whats?'

I don't do this to be a smartass or to show how clever and witty I am but I do find particularly when projects approach their live dates that tensions start to run high. As a team leader I try and do all in my power to take the stress out of the situation but it's increasingly hard to use the movie quote thing when it appears that some kids today have never watched a move that was made before CGI was invented.

Bonus points for naming the four movies referenced above

Thanks to all who played especially Lynne who when listing things that might be close to my heart came up with gambling and drinking. Thanks Lynne ;)

All correct Balin, glad you enjoyed it , when a puzzle just becomes a guessing game it's time to spoyle in my opinion. Another addition for your ever expanding neo dictionary.
