inspired by Galfisk, of course
Joe and Bob both got their wish. Joe was happy; Bob, probably not so much.

Joe = H/A/M? Bob = H/A/M?
Do they know each other? If so, are they related? friends? acquaintances? work mates? student/teacher?
Did they wish for the same thing?
Time or location relevant?

Yope-ishly H/A/M... Are they fictional characters?

[LTPF list of centuries] for both Joe and Bob, please.

By location, do you mean the geographical location? Or more like indoors/outdoors?

By location, do you mean the geographical location? Yope Or more like indoors/outdoors?Yope, although it does take place outdoors.
To be fair, there is a certain amount of silliness in this puzzle - quite a lot, actually.

Are they half human half something else?

Are they giants? dwarves? elves? hobbits? superheros? ghosts?

Were their wishes related to each other?

Did this happen in the "real" world? Or in a fictional world?

Are they characters from a story? novel? comic book? movie? game?

Are they half human, half something else? No

Are they giants? dwarves? elves? hobbits? superheros? ghosts? This is closest; they are spirits.

Were their wishes related to each other? If you mean did they wish for the same thing, no, not even close.

Did this happen in the "real" world? Or in a fictional world? this

Are they characters from a story? Yes, s.v.v. of "story" novel? comic book? movie? game? None of these, but "comic book' is yopishly OTRT.

Did both of them think they would get their wish in the first place? Or was it a surprise to them?Their getting wishes at all was something they had not counted on. In that sense, Joe's wish was a surprise to him. And Bob's was very definitely a surprise!

Does Joe know Peter? Does Bob?
Is Peter a character from the same fictional world? Is he the creator of the world?

What I meant with "Were their wishes related to each other" was more like "Did one wish for good weather and the other one for bad weather" or something like this...

Yes to both. And if you sense a mildly irreverent - but only mildly so - joke here, you are quite correct.

Bob - let's just say his wish was more frivolous. And it fits in with Galfisk's recent puzzle.

Did Joe see something he had not expected to see? Something that surprised him in a good way. Joe's wish is not relevant, except that he was a good guy and made a good wish.
Did Bob wish to become some animal? no to go someplace? yessish to have some object? to be some object.
Actually, he wanted to be some type of human, but his wish was interpreted literally, in a way he did not expect nor welcome.
Remember, Galfisk's puzzle involved winter in Norway.

Did Bob wish for something cold? Did his wish get taken literally when he meant it to be figurative?

This seems to be dead in the water, so before Galfisk or even I forget what it is about, I am going to post a
***********SPOILER***************
Joe and Bob died and went to Heaven, where they were met by St Peter with the news that their condos were not ready (even there!) and that they could return to Earth temporarily as whatever they wished.
Joe said, "I've always wanted to be an eagle soaring over the Grand Canyon."
Bob said, "I just want to be a real cool stud!"
A few weeks later, the heavenly contractor came and told St Peter that their places were ready, and asked where the tenants were.
St Peter said: "You'll find Joe flying over the Grand Canyon. It may be a little harder to track down Bob. All we know is, he is on a snow tire somewhere in Norway!

or fill in cold climate of your choice here
