Did they:

Put up a headline on the front page of a newspaper called
"Stupidity strikes again"
in massive letters, with a story about a group of teenagers who fell into a pond because they got drunk and thought they could swing from a dead tree branch from their shoelaces...

...and then next to it have a big picture of Michael Gove with a small not-easy-to-spot headline saying "Gove Announces Education Reform" and accompanying story...

...thereby encouraging readers to link picture to headline, and getting him a big kiss from a striking teacher he was trying to woo?

Did they:

Is this something like the joke about the captain entering in the log "First mate drunk today," so when it was the mate's turn to keep the log, he wrote "Captain sober today"? In other words, did the reporter treat something good, or neutral, or normal, as if it were unusual, big news?
