I'm having trouble making sense of that dangling panties clause (not that I'm implying the panties were dangling, hehe). Did he do his job using a pair of panties? Was this part of how it was done improperly? Or did he die because *both* he did his job improperly, AND something happened involving a pair of panties?

Did the panties belong to the "she" mentioned twice in the puzzle statement? Are these "shes" in fact the same person?

Are the two mentioned persons the only relevant ones with regard to this puzzle?

Is he some variety of law enforcement or security officer? military? If he had done his job properly, would he have been directly involved in killing her (e.g. shooting her with a gun)? would he have intentionally killed her? Or would she have died in some other manner? but he would not have been directly responsible for her death (e.g. he manufactured a product that she misused leading to her death)?

Did he die by asphyxiation? Does it matter what her specific cause of death would have been?

Use their brains, though sadly that isn't true for some. >.< I still am really ticked off with the idiot who thought it was clever to prescribe Zoloft to a 14 to 16 year old on seizure medication...*facepalm* Not only did that worsen my condition, but it did a lovely job of riddling my memory of those couple years with more holes than a block of Swiss cheese.

So trying desperately to get the names right...,
Arthur stole Agatha's panties from the line.
And put them somewhere (hid them?).
And this event in some way assisted Delilah in killing Sampson?
Or caused her to kill him?
Was the panty theft a motive for the killing?
Was Agatha particularly angry? Shocked? Horrified? that her panties had been stolen? Did she know they'd been stolen?
Did Agatha know it was Arthur who took them? Or suspect? Or did she suspect Sampson?
Did Delila know it was Arthur who took them? Or suspect? Or did she suspect Sampson?

Was the hiding place for the panties something movable? Bigger than: a fist? a microwave? a car? a house? Were the panties hidden indoors?

Was the hiding place for the panties something movable? Yes Bigger than: a fist? a microwave? a car? It actually was a car, but the specific part of the car is relevant a house? Were the panties hidden indoors? Yes, because the car was in a garage. Garage is not really relevant though.

You said another non-murder crime was relevant for the puzzle, right? Was Edgar involved in it? Samson? Delilah? Arthur? Agatha? Was it a consequence of the panty theft? Its cause? Same questions for the attempted murder of Delilah and the murder of Samson.

You said another non-murder crime was relevant for the puzzle, right? Right Was Edgar involved in it? Samson? Samson was the perpetrator, but it also involves Edgar Delilah? Arthur? Agatha? Was it a consequence of the panty theft? Indirectly Its cause? No Same questions for the attempted murder of Delilah It is somewhat relevant to this and the murder of Samson. And very relevant to this

Since you're almost there, here's a RECAP:

Samson strangled Delilah nearly to death, but failed to check her vital signs and confirm the death. He put her body in his car so he could dispose of it, but was unable to start the car because Arthur had stolen Agatha's panties and hidden them in the car's muffler.

(What happened here is undetermined and needs to be figured out)

Eventually, Delilah regained consciousness and shot Samson dead.

Things you know: Edgar works in a food-related business, Samson committed another non-murder crime involving Edgar that was an indirect consequence of the panty theft and ended up leading to Samson's murder.

This is the plot of a case in one of the Ace Attorney video games.

At his office, Dr. Samson strangled Delilah to the point of unconsciousness. He thought she was dead, but was mistaken, and he did not check her vitals to confirm. He put her body in his car so he could dispose of it, but earlier, Arthur had stolen Agatha's panties and, being chased by Agatha, hidden them in the car's muffler. So Arthur instead stole Edgar's food stand, intending to transport the body in that. Just before arrival at the place of disposal (a river in a park), Delilah woke up and shot Samson with a gun she'd had. (Why Delilah had a gun and how she was able to shoot Samson are relevant to the case in the game, but not this puzzle.)
