Why would Liam light a flashlight immediately after coming to his office?

Does he do this regularly?

Does he need the flashlight to see? To make sure someone sees him? Is he issuing a signal of some kind?

Is his profession relevant? Is the location of his office relevant?

Could he achieve the same effect by striking a match? Turning on a television?

By "his office", do you mean his office building? Or his own private office within a building?

OK. Does Liam want whoever he's about to telephone know that there's a person in the building (signified by his turning on the flashlight), but he doesn't want to alert anyone else in the office that he's there, as he's in there too early.

No. Noone in his building is concerned that he's at work too early.

Was the unpleasant thing that happened to Liam Aaron learning something he was not supposed to know? Was Liam trying to figure out how much did Aaron know?

Is espionage relevant for the puzzle? Did Aaron know that Liam was in the office because his office was bugged? Was Liam trying to figure out where the bug was?

HINT: Aaron was playing a sort of prank/joke on Liam. The negative effects of it stopped when Liam started the flashlight thing.

Does Aaron pretend to be someone else?
Does the prank involve Aaron making some sort of threat (in jest or otherwise) against Liam, based on his knowledge of Liam's activities?

Does the prank involve Aaron masking his identity and letting Liam know that he's watching him and what he does?

Can Aaron see Liam from his own office? Yes and no. Does he always call Liam once he has seen that he has arrived? Yes. Does he make prank calls (like asking for a stupid request, or pretending to be someone else, or asking for some with a silly name etc?) I don't know how to answer this. For Aaron part, these are prank calls, but they are so plausible and believable, that Liam takes them seriously. Aaron does not pretend to be someone else, he introduces himself truthfully.

He speaks in serious manner and Liam takes it seriously, but for Aaron it's certainly fun. Does he ask him Yes. to do things No.? Does Aaron watch Liam in his office while they are on the phone to each other? No. For Aaron's idea to work, he needs only to know when Liam enters his office.

Does Liam dislike getting asked the questions? Are they hard to answer? Does he have to do research to find out the answers? Do the questions stop Liam getting on with his own work? If so, does he do his own work before he turns the light on? Does whatever he does before turning on the light help him to answer Aaron's questions?

Liam, who is a middle-ranked officer in Foreign Affairs, was receiving everyday phone calls from high-ranked diplomat of another country, Aaron. Aaron was asking Liam questions about opinions upon recent news and Liam was unable to answer because he hadn't yet read the news. After some time Liam realized that Aaron can see the light in Liam's office from his office and is probably making fun of Liam. Then Liam started to entering his office with a flashlight and turning on the lights only after having read the news. Then Liam was perfectly prepared for Aaron calls, what soon bored Aaron and he stopped calling.

The puzzle was based on one of side episodes in Jo Nesbo's book "The Cockroaches".
