Niue - an island country in the South Pacific Ocean, 2,400 kilometres (1,500 mi) northeast of New Zealand and within the triangle formed by Tonga (to the west), Samoa (to the north) and the Cook Islands (to the east)?
To strike out obvious:
Is it population?
Is it area?

Ethnicities relevant? Religions relevant?
Is it a feature that people can choose to have?

Are there ten times as many people from Niue living in New Zealand as there are in Niue itself? (Bit like more Irish in New York than in Ireland)

Redwine:

Ethnicities relevant? yes Religions relevant? no
Is it a feature that people can choose to have? It's a feature that people can choose to identify with

Lynne:

Are there ten times as many people from Niue living in New Zealand as there are in Niue itself? (Bit like more Irish in New York than in Ireland) YES!

***** SPOILER *****

Niueans.

The population of Niue is approximately 1,900. A small percentage of this will be people of other ethnicities. There are 20,148 usual residents of New Zealand who identify as Niuean.

Well done Lynne, and some good questions from Redwine and others.

Psydkik:

Are there *exactly* ten times as many? Or approximately ten times as many? approximately

And "Niuean" - six-letter word, only one consonant (well, two, but they're the same one). And four different vowels in a row. That must be pretty unusual. :-)

Going by the logic of a previous puzzle, you could buy a Niuean for $1000 - less than the cost of a cauliflower. That seems a little unethical.
