Is the service related fairly closely to the selling of consumer goods (such as free Christmas wrapping, repairs, returns, guarantees etc.)?

Would it help greatly to know the type of consumer goods sold? Is the store relevantly independent or a big chain? Does it sell durable or non-durable goods, or both?

Are you personally offended by the store's promotion?

Many stores promote sales that "roll back" prices, most famously Walmart. Is that fact relevant? Is the word "roll" or its derivations?

is the size of the basket they can use with these scooters relevant? is it big enough only for a small amount of shopping? so implying that these people will live alone and will not be shopping for a family?

Would the message on the carts be offensive if they weren't on the cart? possibly Would it be offensive if the cart wasn't in use? yes If it was in use? yes

Is the offensiveness that disabled people using the carts are turned into sort of rolling advertisements for the carts?yesish, but you need to figure out how -- you're ORT (on the right track)

Are there actual advertisements placed on the cards? For the store? For some of its products? For a sister company?

RECAP: Add the following to the puzzle statement: The service being promoted is wheelchair carts for shoppers who can't walk & the offensive promotion is an offensive slogan on the carts, placed where everyone can see it whether or not the carts are in use.

Do the placards refer in some way to the actual person on the cart?

Did the store praise itself on the placard in some way? Like, "Look! Aren't we the best for helping out this poor disabled person?"

Like many supermarkets, my local one has three kinds of assistive devices: grocery carts for shoppers who can't or don't want to carry their groceries, strollers for shoppers who can't or don't want to carry their toddlers, and wheelchairs with attached carts for shoppers who can't or don't want to walk. The first two sorts of carts are unadorned, but the wheelchair carts sport little placards saying, "For our customers who need a lift, because we CARE!!" accompanied by a heart logo. Or at least they used to. I haven't seen the slimy little placards lately. Maybe someone complained. I hope so. I also hope that many someones will check out my new puzzle!!
