They say they want her, but they really do not.
And she certainly doesn't want to go.

Want her: to do something? To say something? To be somewhere? To take a job? Want her romantically? Want her sexually? Want her to pretend she is someone else? Do they really want someone else? Do they think she is something she's not? Or knows something she doesn't? Or has something? Or can do something? Or has done something?

Want her to do something? To say something? To be somewhere? This is closest - just to be something, somewhere. The others no, or n.r. Do they think she is something she's not? Yessish/yes

Movies or songs relevant? No.

Suggestion to nudge you the right way: Identify "they."

Are they a company? an organisation? a political party? a university?

Or are they rather a small, definite group of people? If so, 2 people? less than 10? less than 100?

Are they a company? an organization? a political party? this is closest, but not 100% accurate.a university?
Or are they rather a small, definite group of people? An indefinite number of people, but finite. That's a oxymoron, isn't it? Say more than 100, but perhaps in the range of thousands. Probably not tens or hundreds of thousands.

Are they a trade union? an ecological movement? Occupy? Anonymous? No to all. Think more generally.
Is she famous? Do they want her to endorse their movement? No to both. In fact, she is an hypothetical person, and even if real, would be important only in a very small way.

Is she (hypothetically) currently in the US? yes somewhere else? does she exist? certainly someone like her must exist. is her name known? no, since if she did exist, it is not known who she would be.
If she were to follow the US government's call, would she physically come to the US? most likely she would already be here. to Washington DC? to a government office, not necessarily in DC would she become famous in the US? under the literal meaning of the law, she certainly would be!
Oh, and the title is relevant.

Could it be a man instead of a woman? No; must be a woman.
Do they want her to appear on TV/other media? No, as she is only a hypothetical person. Will she be required to speak Spanish? Yes; the idea of the puzzle is that she is Spanish-speaking.
Is she well known among the Spanish-speaking community in the target area? Keeping in mind that she is a hypothetical person, yes. Speakers of Spanish would know who you meant.

Is she the Spanish equivalent of Jane Q. Public? Or Jane Doe? A figure from a fairy tale, religion or myth? A goddess? No to all.

Or a sample patient (Jane Q. Sickly?)Or other sample/placeholder person? Noish/no. Actually, she is more of an 'accidental' person.
Since this puzzle seems to be going nowhere, I am going to $poyle it.

***************SPOILER************
When the application forms for the Affordable Care Act were translated into Spanish, it seems that a form of Spanglish was used. This is a patois used in areas closed to the border in both the US and Mexico, which consists mostly of switching to the other language when you can't think of a word in one language, or using 'sound-alikes' (cognates).

Now, there are several ways of conveying the idea of 'premium' in formal Spanish. But whoever created the application form used the cognate 'prima,' which actually means 'female first cousin.'

I don't have a female first cousin, and if I did, I'm sure she would object to being put in an envelope and sent off anywhere!

Yes, of course, I was making a joke by doing the same sort of thing they did, picking the closest sounding word rather than looking up the correct one (which I believe is "avergonzado" in this case).
