My parents were happy that their upstairs neighbours had a baby, but not (only) for obvious reasons. What was the unusual reason for their happiness?

Baby = Human?

Would they be happy for the same reason if a family down the street if they had a baby? If their downstairs neighbors had a baby? If their next-door neighbors had a baby?

Are they happy because they know their neighbors' daily life will change in a relevant way? Can they hear what happens in the upstairs apartment?

Are their upstairs neighbors their son and daughter-in-law or daughter and son-in-law, so the baby is their grandchild? If not, are their neighbors related to them at all?

Do the neighbors have a previous child that is very ill (for example, is in need of a bone marrow transplant) and needs a compatible donor?

Do they think that the baby's existence will change something in the neighborhood? Do they expect some investments to be made in the area? Do they expect that their neighbors will stop some activity?
Is any particular action with the baby specifically relevant?
Is it the first baby in neighbors' family? Relevant?

Is it relevant what type of building they live in?

If so, is it an apartment building with several floors, an elevator, and several families living on each floor? Is it a two family house?

Are they happy because the neighbors now are going to use this shared facility less often? because of the baby? or more often?
Are they hoping the neighbors will move to a larger appartment? and they could then move to the neighbor's?

The number of trash cans an apartment building gets is determined by the number of people who have their permanent residence there. When I moved out and changed residences, one trash can was taken away from the building my parents live in, much to their neighbours' dismay. However, a couple of months later, their upstairs neighbours had a baby and the trash can was added again.

Is there really an official rule about per capita trash capacity? I've never come across that one, and I've lived in a lot of strange locations =)

Yes, as far as I know, the waste collection companies get information from the registration offices and allocate trash cans accordingly. However, the owner of an apartment building can request additional trash cans if they - or the renters - are willing to pay for them. Oh Germany, country of bureaucracy!
